2 arrested in Samuel Koyu murder case

RUKSIN, Sept 16: In a major breakthrough Ruksin police have arrested two persons namely Sunu Goyari (22) and Sumel Goyari (21) for their involvement in the murder of Samuel Koyu, a police head constable (Telecom). The body of Koyu was found dead near Jone Korong area under Ruksin sub-division in East Siang district on July 30.

Another accused Kejeng Musahari alias Mendela (25) is absconding and police are making all out efforts to nab him.

Acting on a tip-off Ruksin police had arrested Sunu Goyari from Mebo area on September 10 last and following his disclosure, police arrested Sumel Goyari from Rayang Khatoni in Assam next day.

Launching the investigation under Ruksin PS case no - 13/12, U/S- 302 IPC, the police also  recovered a motorbike from the house of one Sarbang Basumatary from Simenchapori in Assam. Police is searching for Sarbang, who is now absconding.

Talking to this daily Ruksin Police station officer in charge O Paron informed that murder was committed with the motive of snatching away the bike of late Samuel.

A native of Detak village in East Siang district, late Samuel was serving as head constable (Telecom) at Sille Police out Post. He was brutally killed on the way to his home on the night of July 30. Ruksin police subsequently recovered his semi-decomposed body from a jungle near Debing village on August 3. The cold-blooded murder had sparked widespread condemnation from every section of the society.

 

 

Abducted tea garden manager released

ITANAGAR, Sept 16: The manager of Sati Tea Estate C N Pandey, who was kidnapped on 12th of this month from his home by three armed gunmen, has been released last night by his captors. At around 11.45 PM, Namsai police found him in the forest area near Wagun Pathar village of Piyong circle under Namsai subdivision.

As per the preliminary reports the kidnappers after kidnapping Pandey took him to the jungle area and kept hiding there. Immediately on receipt of information SP Tezu who was camping at Namsai rushed to the spot along with army, police and CRPF and launched rescue and recovery operation. He also alerted security forces of adjacent Changlang district and sealed all exit points which compelled the kidnappers to confine themselves in the area. Further the armed forces launched operation in the entire area and created heavy pressure on the kidnappers. Feeling pressure the kidnappers left Pandey and escaped. Operation to nab the culprits is going on in the area. The situation was closely monitored by PWD, Planning and Finance minister Chowna Mein, DC and SP Lohit.

There is no immediate confirmation whether Pandey was released on paying of ransom or captors let him go after security officials launched manhunt in the area.

While local authorities refused to make any comment in public regarding which group had carried out the abduction, privately they admitted that hand of United Peoples' Democratic Front (UPDF) a local underground outfit cannot be ruled out.

In recent days Lohit police had launched massive operation against UPDF leading to the surrender and arrest of its cadres. Security official believes that UPDF carried out abduction of tea estate manager as a retaliation act against Lohit district administration. UPDF is alleged to have tied up with other underground groups like ULFA. They are very active in Namsai and Chowkham area of Lohit district.  

 

 

All tribe festival concludes

SHILLONG, Sept16:  The week-long 4th Annual All Tribe’ Festival 2012 Shillong organized by Arunachal Students Union Shillong (ASUS) concluded here today on  a colourful note.  Attending the closing ceremony, Political Secretary to Chief Minister, Bamang Tago said that youths are the backbone of the nation. He said future of Arunachal depends on the youth power.

Tago further lauded the organizing committee for giving a platform to promote oneness among Arunachalees  living in Shillong and showcase own culture and tradition.

All Tribe Festival is a befitting platform for students studying in Shillong to showcase their latent talents in diverse fields, he said. Highlighting Tuki-led government’s developmental and employment generating plans under various sectors, the political secretary said that employment generation plans  will help the youths  to become self-employed.

Sajolang Elite Society President Aju Khunjuju who accompanied Bamang Tago advised the students to be sportive and innovative.

Encouraging participants in various events during the festival, Khunjuju said that failure to achieve medals should not  be a barrier in keeping the morale and spirit high.  

Later both Khunjuju and Tago gave away the prizes to winners in various disciplines.

Meanwhile, ASUS General Secretary Kabak Himalaya expressed gratitude to those who extended support, particularly Parliamentary Secretary, Health & Family Welfare, Food and Civil Supplies Nido Pavitra for making the festival a grand success (Contributed by Rinchin Choden, SMU Shillong).

 

 

One ULFA cadre killed in encounter

ITANAGAR, Sept 16: A hardcore cadre of United Liberation Front of Asom (ULFA) was gunned down in retaliatory fire while two others were apprehended along with huge cache of arms and ammunition during a search operation conducted jointly by Army, Police and CRPF at Winseng Nangtaw, Lohit area recently.

A well co-ordinated joint operation was launched at 6 am on September 14 following a specific input about the presence of three hardcore ULFA cadres in general area Winseng Nangtaw.

The ULFA cadre was killed when the security forces retaliated after the ULFA cadres started firing on them during the search operation. The slain ULFA cadre was identified as Giranta Moran, 25, of Kakojan under Tinsukia district in Assam.

Another militant Mirdul Moran was captured alive and the third militant identified as Gojen Khek @ Rocket was apprehended by security forces at 1.30 pm on September 15.

A huge cache of arms and ammunition, including  two 9 mm Pistol along with magazine and 18 live rounds, 5 Kg explosive with two detonators, one Chinese Grenade, three Magazine of Magpul Rifle with 112 live rounds (5.56mm) were recovered from their possession.

 

 

State BJP mourns death of former RSS chief

Itanagar, Sept. 16: The rank and file of state BJP condoled the death of former RSS chief K.S. Sudarshan following a heart attack on September 14.

Born on 18 June, 1931 in Raipur, Sudarshan sacrificed his whole life for the cause of the nation.

He served as Pracharak of Rashtriya Swayamsevak Sangh (RSS) for six decades in various capacities in different parts of the country and became the RSS Chief in 2000 and held the post till 2009. Sudarshan was well versed with the ground situations of the NE states, including Arunachal Pradesh and had emotional attachment and connectivity with its people. He contributed a lot to the people of Arunachal Pradesh for their well being and empowering them in the fields of socio-cultural, education and health fronts etc. He visited Arunachal Pradesh several times and as RSS Chief he visited the state in November 2007, State BJP president  Tai Tagak informed in a release.

Sudarshan was a staunch nationalist, ‘great thinker’ and ‘visionary’  leader, who dedicated his entire life in the service of the nation. His death is an irreparable loss to the country and the RSS family, Tagak said.

Sudarshan  pledged his eyes to Madhav Netra Pidhi (Eye Bank), run by an RSS-affiliated organization, at Raipur. Accordingly his corneas were removed post-death, which would be implanted in the eyes of a needy person, he further informed.

The state BJP president Dr. Tangor Tapak, Leader, BJP Legislature Party Tamiyo Taga, National Council Member, Wangman Lowangcha have also deeply mourned the death of Sudarshan and prayed for his eternal peace.

 

 

Governor graces in Western Command Raising Day celebration

ITANAGAR, Sept 16: Arunachal Pradesh Governor General (Retd) JJ Singh attended the 65th Raising Day of Headquarters Western Command at the Military Station, Chandimandir, Punjab on September 15. The occasion coincided with the two-day Western Army Commanders’ Conclave held at Headquarters Western Command on September 14 and 15.

As part of the celebration, General Singh, who was the General Officer Commanding-in-Chief of Western Command from January 1, 2004 to January 31, 2005, paid floral tributes at the Veer Smriti, the command War Memorial. He also participated in plantation programme at Jadunath Sainik Institute joined by seven former commanders of Western Command, including former governor of J&K and Assam Lieutenant General S K Sinha and present Army commander, Western Command, Lieutenant General Sanjiv Chachra. An interaction with the retired officers and their families was organized at Khetarpal Officers’ Institute at Chandimandir.

Interacting with officers and personnel of the Command, Singh exhorted them to continue the rich traditions of the Western Command and uphold the highest military values and ethos.  It may be mentioned here that Western Command has a glorious history of valour and dedication and has played a stellar role in preserving the territorial integrity of the nation. It was instrumental in effectively blunting the Pakistani aggression in 1947, 1965 and 1971. Its troops, formations and units have always distinguished themselves, winning a large number of gallantry awards, including 11 Param Vir Chakras.

The Western Command, also known as the sentinels of the sunset today is responsible for the defence of parts of J&K and Punjab besides maintaining vigil in the Himachal Pradesh sector of the border with China. Its administrative jurisdiction sees it interacting with five states and the Union Territory of Chandigarh. Western Command has taken up a large number of issues with the states for the betterment of the serving and ex-servicemen community.

General Singh took over as the General Officer Commanding-In-Chief Western Command on February 1, 2004, and his tenure at this elite command provided an opportunity to put into practice the concepts and doctrines evolved at ARTRAC (Army Training Command). He refined operational planning by co-opting the battle-winning role of Revolution in Military Affairs (RMA) and provided focused direction based on the recently released ‘Doctrine for the Indian Army’, having earlier been its architect. He simultaneously gave training a visionary direction in conjunction with principles of synergetic cohesiveness at all levels. His tenure at Western Command also saw a quantum leap in the implementation of the Ex-servicemen Contributory Health Scheme (ECHS).

General Singh took over as the 22nd Chief of Army Staff on January 31, 2005 and commanded the second largest Army of the world till September 30,  2007. The General was appointed as Governor of the State of Arunachal Pradesh in January 2008. PRO to Rajbhawan

 

 

Neolithic tool found in Takshing

ITANAGAR, Sept 16: A Neolithic stone axe was found in Taksing area of Upper Subansiri district recently.  The black color rectangular shaped tool is made of diorite stone with sharp cutting edge. Both the surfaces of the tool are fully grounded and polished. Few sears are also seen in the lateral margin of the tool.

This type of tools are believed to have been used by the people in the Neolithic age, most probably in agriculture and farming activities,  Director of Research Dr. Tage Tada said.

The Neolithic period began in India during 7000 and lasted until around 4000 BC.

The axe was found by Tade Ebo, Evangelist of CCR Taksing which is currently on display at the State Museum, Itafort. Ebo along with Talin Rigia handed over the Neolithic implement to the Director of Research on September 12

This is the first such finding from remote Indo-China (Tibet) border. The tool will definitely provide an opportunity to the students of archaeology of the state for further investigation and definite information on the prehistoric period of the area, Dr. Taga hoped.

 

 

'EKSWCO striving for upliftment of poor and downtrodden'

Seppa, Sept 16: The East Kameng Social Welfare and Cultural Organisation (EKSWCO), the parent body of all the organisations in East Kameng held a conference to build confidence of Sajalong (Miji) and Puroik (Sullung) communities at Abotani Munch here on September 14.

Addressing the conference, Zilla Chairperson Sepi Bagang, stressed on true freedom and liberty of Puroiks (Sullung) and bringing them into mainstream. He suggested the community members to develop work culture to be at par with other tribes.

EKSWCO Chairman T.Taku, said that his organization was striving hard for the development of poor and downtrodden so that they can march forward hand in hand with other tribes.

He appealed PRI members to create awareness among the rural masses to eradicate ill practices like child marriage prevailing in the society.

He informed of the resolution adopted under bye-laws of EKSWCO about quota in School admission  for Aka, Sajalong and Sullung tribes in the Govt. funded school. He advised the Puroik community to give more emphasis on education of their children.

It was decided that each tribe would display their traditions and culture during the forthcoming EKSWCO foundation day celebration at Bana. It was also decided that festival of each tribe would be celebrated jointly at Lada to show the perfect example of living in harmony and peace among the tribes.

All the executive members of Sajalong and Puroik welfare society, PRI members and students leaders of both the communities attended the conference. The programme started with the flag song of EKSWCO led by Jivan Taku.

Er. Aju Khunjuju, President of All Sajalong Elite Society while highlighting on social issues of Sajalong and its challenges. He said that Nyishi being the major tribes needs to play the role of elder brother for other minor communities like Sajalong, Aka and Puroik.

He advocated for reservation in group C and D posts in the district for the minor tribes as they can not compete in the district level due to poor literacy rate.

Kashok Halley, President of All Puroik Welfare Society also strongly supported the job reservations in the district level for downtrodden tribes more especially for Puroik. He also urged the Organization to create mass awareness to eradicate child marriage system. DIPRO

GPF calls 12 hours bandh and mass casual leave in 3 districts

ITANAGAR, Sept16: Claiming that the government has failed to restore law and order problem at Capital Complex and others parts of the state and protect its citizens, Galo Peoples’ Federation (GPF) today declared 12 hours bandh in three districts namely Upper Siang, East Siang and West Saing and other Galo inhabited areas  and mass casual leave on September  19 next.

Various cases have been remained unsolved despite grievances were placed before the authorities, GPF  resented. It demanded early arrest of the culprits involved in Tamar Yoka’s family murder case (Nirjuli) on 3rd March 2012  and assassination bid on life of  Haku Tatak on  6th April 2012.  Federation said that it would compel to go ahead with agitation if the authorities fail to act on their demands.

‘RGU to get regular VC next month’

ITANAGAR, Sept. 16: Regular Vice Chancellor will be appointed in Rajiv Gandhi University by the end of October this year, said Vice Chancellor (acting) Prof. K C Kapoor while attending the oath-taking ceremony of the Rajiv Gandhi University Students’ Union (RGUSU) for the new academic session 2012-13. Prof. Kapoor’s remark on the long awaited issue consoled University students, who had earlier staged protests at the campus as well as meeting HRD minister Kapil Sibal in New Delhi recently.

The new president of the University students’ body, Tassar Anung, who is also a former Nyishi Idol, assured to give his best efforts to fulfil various outstanding issues that will improve the welfare of the University and of its students.

Former president Tao Abo, who was also present at the event informed that the proposal to have student member representatives in the University’s Academic Council has been accepted and referred to MHRD, New Delhi. He also shared that the Council has agreed to increase 5 seats for M Phil degree in every department from the next academic session as per UGC Guidelines.

The event, which saw the formal taking over of the new Executive Body of the RGUSU led by Anung, was attended by students as well as faculty members.

 

Central Solung conclude with a positive note

RUKSIN, Sept 16: The Central Solung Festival Celebration at Sille concluded on September 13 last on a positive note emphasizing the need for promotion of the traditional culture and religious faiths.

Attending the programme, Arunachal Pradesh Industry Minister Tapang Taloh exhorted the youths of Adi community to stay rooted to their culture and traditions and pass the trait on to their future generations.

Traditional arrow shooting, various games and sports, literary and cultural competitions were organised as part of the festival. Cultural programmes on different Solung Abangs- Li:mir Abang (Evolution of earth), Binyat Abang (crop harvesting) and Ekop Taktor (Human being and livestock) were the main attractions of the Solung nights.

As many as 150 participant students from various school were awarded cash prizes along with certificates for their splendid performance in various competitions.

Seven villages under Silley-Oyan circle in East Siang centrally observed the festival for the second time with great enthusiasm and fanfare.

 

RIWATCH  conducts free health check up camp

ROING, Sept 16: With an effort to provide better health care facilitates to rural areas of Arunachal Pradesh, the Research Institute of Worlds’ Ancient Traditions Cultures & Heritage (RIWATCH) organized a free medical check-up camp here today at the institute’s campus in Khinjili, Roing.

Over 100 persons were examined by a team of doctors that included Dr Bikul Das of Stanford University School of Medicine, US, who shot to limelight in the medicine world after he made a major breakthrough to crack the elusive cancer code, or a part of it.

Dr Das is also the recipient of a prestigious grant under the Gates Foundation’s Global Health Grant to explore the role of stem cells in the management of tubercular infection.

The medical camp was organized by the Department of Public Health Research, RIWATCH. The other Doctors in the team were Dr SJ Mitapo and Dr Ista Pulu, gynecologist.  

During the camp, medicines were distributed free to the patients. Eye, heart, bones and all forms of disease examinations were done free of cost by the team of 3 doctors. Equal numbers of staff were also present to assist the doctors.

FDI and retail business in our country

Dear Editor,

I would like to oppose the F.D.I in retail business. The decision of government to allow FDI in retail raises doubt on our own capability to create an ever-growing retail business in the country. The question is not just about allowing FDI in retail but also it’s about how much foreign participation should Indian government allow in our economic system and take care of its own people.

Government is saying that it will create 1 crore jobs in the next 10 years, but it’s forgetting the fact that self-employment opportunities on which our retail system at present works will get destroyed, and at a time when we needed to promote self employment in our country as getting a job is getting tougher and tougher. Bringing FDI in retail would even add fuel to the fire. I have to say Thailand is a recent victim of FDI in retail. Nearly 60 per cent of small businesses got shut down within no time and there exist a monopoly of few such big players. There is no no need to bring FDI in retail at this present scenario in India. The retailers would get affected adversely.

Mega stores may have certain advantage but the weight of lost advantages would be more than the weight of advantages gained, hence the 51% FDI in retail business is not welcomed. We don’t want Indian culture to die just for the sake of those $590 billion, there’s something called humanity and culture that we need to preserve and that means more than money. This is harmful for our economy and it's a high time to think how much foreign participation we should allow in our economy.

A lost day

Dear Editor,

Every morning when I open the pages of the Arunachal Times the first news that strikes me is the bandh that is taking place in various parts of our state. It is disheartening to see that the people of our state still do not understand the hideous impact that a bandh causes in the society. The general impact is on the urban society but many forget to see the impact that it has on the rural society.  The earning and food of the rural people come by the daily selling of the local goods. If there is a bandh he/she is deprived of it and there is no alternative  for him/her to feed their empty stomachs.

Therefore, through the esteemed daily I would like appeal to the people and the various unions of our state to consider these things before calling a bandh.

Poor condition of road

Dear Editor,

I would like to draw the attention of the appropriate authorities towards the deplorable condition of the road. It is said that the upkeep of the high-utility roads which connect Hapoli & Old Ziro  and  also connect Upper Subansiri district to State Capital is very bad. These roads were constructed by spending crore of public money. But all these fund has gone waste. They have become places for accumulation of water and poor condition (bumpy road)  of Ziro-to-Hapoli often leads to accidents. Also, our vehicles maintenance cost also increases drastically for poor condition of road.

Few words regarding Seppa PMEGP interview

Dear Editor,

Through the columns of your esteemed daily I would like to draw the kind attention of concern authority towards recent PMEGP interview conducted at Seppa. The entire process and method of PMEGP was ridiculous. The first error and faulty method was that charge of form fee. The industry dept charged Rs. 50 per form. When I visited KVIC at Itanagar, I came to know that form is provided free of cost. Though I informed the department about cost free form, but  fee was  charged.

The second problem was extension of date for reception of form. The last date for reception of form was fixed on 7th Aug, 2012 by department t but it was extended for more than two weeks. When I enquired about extension of date the reason was nothing but limited sales of form. How ridiculous it was ! Ok, it was over.

The third blunder mistake was that the chairman and board members did not ask me a single question. The chairman simply checks my document and nothing else. I felt that I was not attending the interview but just to see the face of chairman and board members. As we know that the main motive of PMEGP is to provide employment to educated unemployed youth. In such situation, how educated unemployed youths can be self-independence. Thus, it was clear indication that  relatives of politicians got selected. No genuine and needy candidate has been selected. l am quite depressed.

Therefore, I humbly request the concern authority not to practice such kind of interview which totally discourages and demoralizes the educated unemployed youths and I am also condemning this interview.

Steps under MGNREGA

MGNREGA Sameeksha 2012: An anthology of research studies on the Mahatma Gandhi National Rural Employment Guarantee Act (2006–2012) explained in details about various aspects for improvement of  livelihood for rural poor. It does a critical review of the available literature on assets created under MGNREGA; their quality and durability, work completion rates, viability of these works, and what uses they are put to and also looks at some of the evidence-based studies that have attempted to quantify and/or project the environmental and agricultural impact of the scheme.

Keeping in view the success of the scheme,  recently a ministerial panel has decided to increase the number of guaranteed work days under Mahatma Gandhi National Rural Employment Guarantee (MGNREGA) to 150 days and cut interest rates on rescheduled crop loans to 7 per cent for one year to offer some relief to farmers in drought-affected states of the country.

These decisions were approved by the panel of Empowered Group of Ministers (EGoM) on drought. The Agriculture Ministry had proposed interest subvention on such crop loans for at least five years, but the EGoM approved it for one year. Four states - Karnataka, Gujarat, Maharashtra, and Rajasthan - have declared drought in more than 390 taluks.

During agrarian crisis like drought, crop loans automatically get converted into term loans for a longer period of three years but at a higher interest rate of 12 per cent. Now, the EGoM has decided to slash rate on rescheduled loans to 7 per cent from 12 per cent for one year in drought-hit areas.
